Most of them actually do, because dedicated Japanese voice actors still get stuck in doing voices and voice direction specific to anime instead of actually properly acting. The reason they sound better than western dub VAs is because a) they get paid by line, not by hour, so they have to repeat their takes until the directors are happy, b) they have a bunch of secondary income that requires them to get popular as VAs, c) you don't speak Japanese, and d) western dub VAs are literally the absolute bottom of the barrel when it comes to western voice actors, they're like five or six tiers down on the talent list and are only hired because they're cheap.
But you can still tell whenever Japanese video games get actors with heavy theatre and live action experience that they're still a cut above the dedicated voice actors. They're just busy doing live action roles so you personally aren't as familiar with them.

Union rules means you still have to pay them for reusing the voice lines because it's a separate project, plus we're talking about a PS2 game so the original recordings are going to be noticeably low quality fidelity, if they even still exist.

What I always thought was interesting about EN Yosuke was that he definitely went with a more high pitched tone compared to the JP voice. The JP Yosuke does a good job at sounding like the traditional best friend character in anime you'd hear so often, being notably masculine. But the EN version went the opposite direction and it still worked pretty well. When Yosuke was whiny, it was perfect. When he was angry and showing genuine emotion, it was also perfect.
