Because they are currently fighting the empire for control of Skyrim, fighting the Thalmor accomplishes nothing in the short term and leaves them weaker against Tulius.
Once they win though the Thalmor abandon the embassy because they know they will get captured or executed.
The whole purpose of getting control of Skyrim is to fight the Thalmor which the Empire will not do while they get weaker and weaker every generation.

The launcher should just work in DXVK. It works for me in Oblivion. You can adjust the settings except Vsync is broken but you can force that with DXVK command in Steam.

The worst part of the empire is the fact that this isn't true. It's been 30 years since the war against the dominion ended, the empire is back at full strength. The elves are not, both because they reproduce more slowly than men and the fact they are currently losing their own Veitnam war in Hammerfell. The empire would win the war easily but they just refuse to fight the elves.
