Yeah it's a VN with faction/ressources management aspects and role-playing mechanics. You play as a young dragon that got betrayed and stolen its birthright, and have to amass an army to claim it back.
You can forge alliances with various tribes and factions, like kobolds, wolfmen, human mercenaries, lovecraftian horrors or demons and can kidnap or "kidnap" (seduce) various female NPCs. Your choices affect your stat growth which opens possibilities for other dialogue options. IIRC, your stats are strenght, potency, charm and your reputation for either mercy or cruelty. Eating NPCs raises your strenght and cruelty, fucking NPCs raises your potency (and potentially charm or cruelty depending on how consensual the fucking was), etc. Many NPCs have the potential to be your wife, consort, part of your harem, cumrag or more, and "gifting" NPCs to your factions can lead to unique gangrape scenes. The game is fairly open about which faction/NPCs you wish to keep in your hold and what you do with them.
