i've just finally gotten back into the game after nearly a decade off, and thinking about building my inventory back up again with cosmetics and war paints, should i bother, or is it a waste of money considering the possibility that this game just gets dropped at some point in the near future?

Hard to say.
TF2 servers are not expensive to run in terms of processing power needs, even when considering that Valve is likely running around 200 servers globally for match making, it probably doesn't cost them more than $10K to $30K per year. Which is nothing for a large company like Valve and TF2 easily more than pays for it's self in MvM ticket sales alone.

The real question, is how long will Valve keep the Item server running. Since that isn't something you can just hand off to the community and is integral to Steam.

What they need to do is make a Team Fortress 3.

Or at least put TF2 on Source 2.

The bots generate revenue for Valve through the Steam marketplace.
I think it's a stretch to claim Valve is intentionally ignoring the bots because they make money. But they're sure as hell not going to shut the servers down.

Retard thinks a company and their endless EULAs and TOSs would ever let a consumer own anything. You are probably revocably licensing your steam inventory from the owners (Valve)

You got so many options at that range anyway. A good half of Sniper's take a passive secondary anyway, so they are going to have to rely on melee, or his rifles to deal with you.
Also normal random crits from his melee, is going to be a bigger threat than jarate since its going to deal 195 damage. But literally every class except for Scout and Spy is capable of that.

Nobody considered Sniper OP until we had cheat bots running Sniper for 5 years and TF2ubers made a bitch video about him. Because they can't tell what a sightline is.
