First regarding the drivers, nvidia has become amd tier with the 5000 series launch to the point where they released 2 hotfixs within a week, if you're having issues it's recommended to roll back to previous drivers (november or december 2024).
Secondly how are your temperatures looking? You say yourself that you're not too savyy so how dusty is all that shit and when was the last time you changed your paste?
What of your SSDs and ram?
Don't upgrade to win11, the 24h2 is a fucking nightmare and your performance will be worse.
You should be running it properly, maybe try toning down lumen raytracing or turning it off entirely maybe?
Wish I could help you more but all I can do is give you some leads. There is also a .ini on nexusmods such as this one nexusmods.com/oblivionremastered/mods/35 where people have reported good improvements. I didn't try it myself and I run an ENB anyway.

I use the Ultimate Engine Tweaks to make the game not run like shit.
Ultra Plus is a must for making the game look great
Natura LUT to get rid of the ugly red color filter
RenoDX to get a good looking HDR setting in the game along with HDR ingame settings

The game always uses lumen, the big question is are you using software lumen or hardware lumen. There is a massive difference between the highest software lumen setting and the lowest hardware lumen setting, its the biggest settings jump in the game. If you're running an older 1000 series card it can probably not even display hardware lumen properly

That being said there is barely any difference between the lowest hardware lumen setting and the highest hardware lumen setting.

Turn down your draw distance to medium and your shadows to the same. I have everything else on Ultra, and at 4k I get 60-70 in the overworld and 120 in the dungeons, and 80-100 in the overworld and a retarded high frame rate in dungeons. Also turn Lumen to software and low. For some reason, the game doesn't load the LOD all at once and it takes a few seconds when you enter an area. Someone said it's Nanite that's the culprit. I would rather just have a slightly longer loading screen.

MANY of the mods for the original game work in the Remaster straight out of the box.
Remaster doesn't have Oblivion Script Extender yet so don't bother trying mods that require any version of OBSE.
The same goes for many of the other utility and 3rd party software that is required for some Oblivion mods, such as: LINK, SkyBSA, Blockhead, AddActorValues, MenuQue.
Also any mods that touch the renderer are out of the question since it's completely different in that regard.
Some worldspace edits are also soft-incompatible, as the Remastered version has some props and stuff in different places than the original, so a mod adding a house for example might be blocked by a tree in the Remastered.

But for simple numerical changes and multipliers, literally any mod should be compatible. It's easy to try out, if it doesn't work the game either crashes on load or the mod just doesn't do anything. Just delete the files if it doesn't work to keep the Data folder clean.
