The shield is never really that good. Something like dual wielding or 2 handing a big weapon always results in more power but also for balancing reasons they still need to have some defensive options and so the board is never really good enough to keep up. They're still cool aesthetically though.
I find it cool when you can use shields for more than just defending, like how in Dragon's Dogma you can bash enemies or hit your shield to draw attention. For that reason I added a shield bash to my game and let the player smash enemies against each other when hitting one with a shield.

Dark Arisen, not 2. All 3 shield vocations have a ton of options for bonking people with shields and great overall dps.

Stranger of Paradise has fucking crazy sword an board gameplay where your shield bash is a cancel, a combo extender, a parry/block alongside doing good HP and great Break (basically posture or stance) damage. It's nuts what you can do at endgame with it.
Dragon's Dogma Dark Arisen is also fairly fun to go sword and board.
I was so annoyed how much 2 handed swords were favored over sword & shield in Baldur’s Gate 3, it felt like 70% of the quest rewards in act 3 was a 2 hander

You should get check out the stuff they printed during the 80s-90s for D&D (Rules Encyclopedia for example) in Japanese editions its pretty much just 80s anime style but D&D characters like the ones in Record of Lodoss War.

Closest thing that comes to mind is Stranger In Sword City, dungeon crawler and actually an isekai game, similar but still more modern style.

tanking in pretty much every MMO (besides RuneScape where due to how defense works you take exactly as much damage from hits naked vs in full plate so you just always wear the best offensive gear since it only affects accuracy)

Because they are almost always the "defensive build" but games are typically piss easy so it is often better to just go full offense with dual weilding or two handing so that you can kill shit faster.
Some games have shields be usable offensively which makes them better since it is essentially dual weilding two weapons.

See, this is the issue. If Sword and Board is a build, it means there's options to play without a shield. And in order for those builds to survive, they must have their own defensive options. In a trpg this is somewhat balance (defense vs dps), but in arpgs, skill alone will typically make alternate defensive options viable (see dodging in Dark Souls), and thus there ends up being little upside to bringing a shield. Thus shields are only ever interesting when they can do something other than block. Rise Sunbreak had a fun SnS because the shield was a powerful bludgeoning tool with a different damage type to the sword. DD has a whole variety of cool shield moves, and the Mystic Knight (rip) had spell parries with block.
